The ecosystem collaboration arm of the Internet Initiatives Development Fund (IIDF)  - #tceh holds a special event for startups and SMEs from Russia and CIS countries - an online meetup with Singapore's startup ecosystem representatives, including official partners of IIDF in the ASEAN region.

Edmas Neo, Chief Executive Officer of Action Community for Entrepreneurship (ACE), Singapore

As CEO, Edmas leads in strategic execution of ACE’s mission in building a vibrant Singapore startup ecosystem. Under his leadership, ACE’s has strengthened its support for startups across all stages and has expanded its International Centre into China and Thailand. He has led in the setup of a connected ecosystem comprising over 25,000 startups across 16 cities that supports open innovation and startups growth.

Prior to joining ACE, Edmas, was Regional Director, Partnership and Collaborative Innovation at Singapore Innovate, a Singapore government wholly owned private venture capital firm and deep-tech startup builder. During his term, he initiated the TAGPASS accelerator with a portfolio of over 70 startups. Edmas has strong interest in innovation and he also played a pioneering role in driving corporate innovation initiatives in Singapore.

Dixon Soh, Head of Legal & Deputy Director of IPOS International.

Head of Legal & Deputy Director (IP Strategy), IPOS International, Singapore. Dixon has practised law as a private practitioner, in-house legal counsel and now as a lawyer in the public sector. Over the years, he has advised numerous entities of varying structure including MNCs and SMEs across many different industries, such as IT, e-commerce, financial technology and media.

Prior to joining public service, Dixon was serving one of the fastest growing ‘Unicorn’ in Southeast Asia as an in-house legal counsel specializing in the area of intellectual property and commercial dispute resolution.
Dixon is a graduate of the University of Tasmania and holds qualifications to practise law in Singapore, Australia and New Zealand.

Victor Tan, Director of Venture Investing, SGInnovate, Singapore

Victor Tan oversees SGInnovate’s Venture Deals team in Singapore and concurrently manages investments and operations in North America. SGInnovate is focused on enabling entrepreneurs in Singapore to build start-ups with a strong emphasis on science and deep technology. As a private organization owned by the Singapore Government, they bring together partners from the private sector, institutes of higher learning, and research organizations as part of Singapore's broader ecosystem of innovation.

In his previous life, Victor was founder of his own startup in China, managed foreign aid in Singapore’s foreign service and also led the social media team of the Youth Olympic Games in Singapore. He is a strong believer in the Asian technology ecosystem and has been working with and advising aspiring tech entrepreneurs and startups in Singapore and the region that have global aspirations

Eric Chin, Chief Business Development Officer (CBDO), InCorp Global, Singapore

Eric provides consultancy to local and foreign entities on the ideal market-entry strategies for setting up or expanding operations in Southeast Asia.

Before joining InCorp, he was the Senior Vice President and Team Lead of the International Subsidiaries Banking division of HSBC and OCBC.

An ex-corporate banker for more than 11 years, he has extensive experience in working with companies of different sizes: tech startups, scaleups, international SMEs, and multinational corporations in Singapore and the rest of the world.

At present, Eric regularly participates as a guest speaker in business forums sponsored or organized by the Singaporean government or by InCorp’s corporate partners. He also participates as an advisor in mentorship programs for tech startups in Singapore.

Joseph Mocanu, Managing Partner, Verge HealthTech Fund

The Verge HealthTech Fund focusing on early stage healthcare technology companies relevant to emerging markets. Prior to this, Joseph was a scientist researching new cancer therapies, a medical device entrepreneur, and a management consultant for Oliver Wyman where he led life sciences and digital health across Asia. He has 19 scientific publications, 3 patents, and has made investments in 17 healthcare technology companies to date. 

Joseph has a PhD from the University of Toronto, and an MBA from the Richard Ivey School of Business.

Christian Cadeo, Managing Partner, Big Idea Ventures (Singapore)

Big Idea Ventures is a new alternative protein venture capital fund/accelerator based in New York and Singapore. It is anchored by investments from Temasek Holdings and Tyson Food (NYSE: TSN/Fortune 100 company). Prior to this Christian was a seasoned operator with experience in bringing US based startups to Asia. His first startup was at AdMob which was eventually acquired by Google for US$750MM. The second startup was JUST which has raised US$372MM from Founders Fund, Horizon Ventures and Eduardo Saverin. Recently he was at Domo where he joined pre-IPO as the 1st employee in Southeast Asia. The company IPO on NASDAQ in 2018.

Evgeny Fell, Internet Initiatives development Fund (IIDF) Regional Coordinator (Singapore/ASEAN)

Graduated in economic and computer science in Moscow Aviation University. Over 25 years of investment experience. For 15 years had been a member of a team of USA based investment fund “Hansberger Global Investors inc.”. The fund had over USD12bn under management in 2009, IPO coordinator of Russian biotech company at the MICEX.
